Hearing Garp's words, quite a few people looked at Hikaru with admiration and envy. To be noticed by the Hero of the Marines and invited to join the Marines meant enlisting as Garp's disciple and receiving his personal instruction. What an honor that was!
Unfortunately, Uchiha Hikaru's face darkened, and he had no interest in Garp's invitation.
Leaving aside how powerful he was now, just look at poor Garp. Both of his beloved grandsons had become pirates. One had died at Marine Headquarters, while the other's fate was unknown after escaping. Neither had fulfilled his wish for them to become Marines. Perhaps Garp was training these Marine soldiers partly to make up for the regret of Luffy and Ace failing to become Marines.

"Sorry, I'm not interested in gluttons." Hikaru boarded the warship with Koby and Helmeppo, casually rejecting Garp's invitation.
"Ha ha! You really have character. But I appreciate that!" The more Garp looked at Hikaru, the more he liked him. Laughing heartily, he immediately pulled out a Den Den Mushi. "No need to be polite with me. I'll put in a word with Sakazuki. From now on, you'll be one of my men. The entire Marines won't be able to control you. I guarantee you complete freedom."
