Dressrosa's harbor was bustling with activity. After those who had just attended Uchiha Hikaru's alliance conference returned, word quickly spread. Before long, everyone knew that the rising newcomer had an enormous appetite—he actually wanted to form a super alliance.
Many people scoffed at this, completely unconvinced that Uchiha Hikaru could last for long. Setting aside anything distant, if the two great fleets of the Four Emperors were truly heading for Dressrosa, then Dressrosa might very well be destroyed overnight.
Even if Dressrosa survived the night, considering that Uchiha Hikaru had captured Shiryu and Burgess, recruited Drake, and dealt consecutive heavy blows to the Big Mom Pirates, any of the three Four Emperors could send troops to wipe out Dressrosa at any time.
Some quick-witted people had already decided that Dressrosa was a dangerous place and that they needed to get out as soon as possible. Otherwise, once the Four Emperors' wrath spread here, they would become innocent victims caught in the crossfire.
However, while Dressrosa's harbor was still noisily discussing and mocking Uchiha Hikaru's "grand plan," Dressrosa suddenly sprang into motion. The national army began mobilizing. Those soldiers who had previously laid down their armor to take part in national construction all dropped their work at Uchiha Hikaru's summons and donned leather armor once more.
Huge passages were cleared through the various ports of Dressrosa as warships sailed in. Dressrosa's national army slowly boarded them. Trafalgar Law, Jinbe, Urouge, and Drake each led a fleet. Though their numbers were small, they still formed into battle formations and set out.
Four incredibly weak little fleets also joined Dressrosa's naval lineup, looking utterly ridiculous.
Yet no one dared to laugh, because they had not expected anyone to truly be so bold and reckless as to join Uchiha Hikaru's grand alliance plan.
