On a street in New York Midtown, in front of a building.

Tony Stark's face was dark as he strode toward the gravely wounded Winter Soldier.

Now that the shelling had ended, quite a few soldiers and agents had gathered along the street again.

One soldier stopped Tony Stark.

"Mr. Stark, may I ask what you're doing?"

Tony exposed his head, his expression grim. "The authorities have records of all my actions. Everything I'm doing is completely legal. Now, move!"

Under the Superhuman Registration Act, registered superheroes could act in an emergency without orders from government personnel, provided they submitted a brief report online and received approval through the system.

As it happened, Tony had become a registered superhero twenty minutes earlier.

In reality, however, ordinary people had almost no chance of getting approval. The documents were submitted online, but actual people had to approve them!

They didn't work around the clock.

Tony, however, was different. He had JARVIS!

As long as the data was connected to the internet, JARVIS could access it.

Even if it wasn't, Tony could get it connected.

The automated robots deployed throughout the city earlier weren't just for show.

The Superhuman Registration Act's online system had multiple layers of security, which sounded very impressive.

But to Tony, it was like a vault without walls.

If Tony wanted to, he could steal the information of every registered superhuman at any time.

In fact, plenty of skilled hacker groups and superhumans with related abilities could steal that information too.

Tony simply wasn't interested.

The soldier glanced at Tony Stark, then at Steve.

Steve was busy calling out to Bucky and completely missed the soldier's signal.

Though reluctant, the soldier let Tony through.

As soon as Tony approached the Winter Soldier, he moved to take him away.
