Hou Wencheng pointed to an entry in the document. "Take the requirement for this [regional management] specialty. It actually says [experience planning the economic layout of an entire region]. How many regional economic layouts in the Safe Zone were decided by the United Government? Weren't they all determined by the Three Major Merchants' Associations and their affiliated associations?"
Then he shook his head. "With a threshold like that, probably fewer than ten people will qualify. They could even skip the preliminary screening."
Yu Renjie said slowly, "Setting the requirements so high means they never intended to give many people a chance to put themselves forward. They simply feel that relocating the entire population has threatened too many people's interests, so they're hastily tossing out a few scraps of meat for us to fight over, just to ease the tension between us and them."
Hou Wencheng frowned. "But I really don't understand. If they lowered the requirements a little, everyone could see some hope and try applying. At least they'd have something to look forward to. Instead, this nauseating document sets the bar so high. Isn't that just making people miserable?"
"That can only mean they don't have the time or energy for large-scale screening. They only want to select people with truly exceptional abilities and put them in key positions where they can get straight to work."
