Thirty percent of them were wanted criminals, thirty percent were about to become wanted criminals, and thirty percent weren't wanted but really should have been. The remaining ten percent were personnel sent by the United Government and the various Legions to administer the district.
Naturally, in the Underground City, the ultimate cesspool of filth and corruption, that last ten percent was virtually nonexistent.
Thus, the three-day holiday here looked entirely different from the three-day holiday in the other War Readiness Zones.
No one here got married, because most wanted criminals didn't believe in love. Some had even been betrayed and become wanted criminals precisely because they had fallen for love.
No one here paid respects to their ancestors, because they had either severed all ties with their families, or their elders had been in the same line of work. Blades showed no mercy, and no one knew which desolate wilderness those elders had long since been buried in.
Nor did anyone here drink and sing, because they feared an enemy might find them while they were drunk and torture them to death.
The three-day holiday did not put Sigma District at ease.
Instead, it stirred another emotion in them-belligerence.
