The last time had been before Sequence Abilities awakened, when the United Government authorized the formation of the Yue Character Legion under Yue Zhao. Less than six months later, however, it was absorbed by the Glory Legion, then led by Chu Xiaoang and Huo Shuangxiong.
The apocalypse descended, and the Safe Zone was founded. To stabilize the situation, the United Government gave the various powerful factions a legal organizational status-a legion establishment.
With these legions gathered inside the crowded Safe Zone, conflict was inevitable. From the dozens of legions at the beginning to the Six Great Legions that remained today, hundreds of armed clashes, large and small, had taken place along the way.
To make the Safe Zone more stable, and to reduce the warlords' influence over the United Government, the government had stopped authorizing new legions.
To form one, a faction first needed an allotted force structure. Such allotments could only be obtained from the United Government and the Six Great Legions.
