His attitude of "not caring whether his citizens lived or died" hardly suggested any particular ambition, either.
According to the agents' reports, Titans' "generous welfare" policies were most likely something the Great Angel had requested.
As for the Mechanical King, his only requirement of his "living citizens" was, "Just don't cause trouble."
One could say that, aside from taking part in the attack on Doflamingo, the Mechanical King was practically a model ruler among the World Government Member States.
So much so that, by all rights, his country was certain to earn a place among the top fifty nations at the next Reverie.
And his so-called "expansion" was hardly excessive. He merely operated small outposts through cooperative arrangements.
Viewed that way, aside from his overly close relationship with the Great Angel, the World Government really couldn't find a single fault with this "model student" of a Mechanical King.
