Some individuals had committed enough crimes to earn hundreds of people death sentences if those offenses were divided among them. Truly exceptional talent.
The gray concrete building housing the D-Class Personnel had five floors. Identical square windows lined its exterior, each with black iron bars welded over it.
A double layer of electrified wire fencing surrounded the building.
The "administrators" inside were all robots. Watchtowers stood at regular intervals along the perimeter wall, also staffed by robotic guards.
Their living quarters were four-person dormitories measuring sixteen square meters.
Every day, they performed "repetitive work that served no actual purpose."
But they had four hours of recreation time to move around the communal areas. Small quantities of alcohol were even provided, along with playing cards, dice, and other diversions.
They were also promised that good behavior would let them "advance" to "bronze rank," leave this place, and receive better treatment. It kept their hopes alive.
In reality, anyone who "advanced" was taken to the medical research center out front and used as a test subject.
