It was past six in the evening. Standing outside the Temporary Shelter School, Oliver Queen looked at the six-story building and the lawn out front and applauded with genuine admiration.

"I have to say, well done, Sheriff. Well done." He nodded earnestly. "As far as I know, in Star City and elsewhere, plenty of CPS agencies have problems stemming from financial interests or a lack of responsibility. You really have done something good here."

"But..." He paused thoughtfully. "As for crimes against children in childcare facilities... you can't keep watch here every day."

"The people, my ass. This is pure fucking capital at work!" Li Jie frowned and gave him a puzzled look. "You need to go home and study this properly. Stick to the facts and analyze each problem on its own merits. Don't force everything into the same mold, or you'll go nuts."

Oliver nodded dismissively, then turned and spotted the stone monument listing donation amounts. He walked over, skimmed the inscriptions, and asked Li Jie, "Are these ranked by donation amount?"

"That's right. Mr. Wayne's million is at the top."

"Oh, Mr. Wayne really is a kind man."
