"No one will be arrested for filing a complaint. Anyone who feels threatened may request that the Hokage's Anbu or Resettlement Zone administrators serve as witnesses."
Someone in the crowd sneered.
"Who knows whether you'll hold a grudge afterward?"
Shisui looked at that person.
"We will keep records."
At those words, the crowd visibly tensed.
Shisui continued, "We will record the complaints, how they are handled, the patrol officers' responses, and the witnesses' findings. The records are not for retaliation. They are there so that anyone who looks into this matter later can see the same set of facts."

"We're not here today to ask you to trust the Uchiha."
