The other six questioned the risks of Kamui.
Once his right eye truly opened, Obito might leave behind an escape coordinate known only to himself.
Gen did not use Black Zetsu's imminent acquisition of the hideout to override the objections.
Every one was entered into the Temporary Permission Record.
Obito was not permitted to argue against them point by point, either.
The objectors did not have to hear all his reasons before they were entitled to identify risks.
The final plan divided his guidance into three actions.
First, Obito would only observe the folding fluctuations already delivered to the Observation Zone.
Second, he would use his right eye to mark a direction on a sealed stone fragment, without opening a space large enough to accommodate a body.
Third, the Land of Rivers, the Land of Fire, and the Land of Rain would each take a portion of the stone fragments. No single party could reconstruct the complete route alone.
Obito himself would not leave the Observation Zone.
Three layers of restrictions were added around his right eye.
The innermost layer monitored whether his eye power exceeded the range required for marking.
The middle layer recorded whether the space folding expanded to human size.
The outer layer placed emergency shutdown under the control of a sealing master unaffiliated with Konoha.
The eleven objections were not withdrawn as a result.
