The second level taught them to reduce output, undo incorrect hand seals, and signal the teacher to stop.
Only the third level involved directing chakra toward targets, using ninja tools, and engaging moving opponents.
Several combat instructors worried that the first and second levels could also be used to evade control.
"Someone who knows how to undo
