The Angels and Gods of Destruction from every universe were shocked by the Grand Minister's words.
If they remembered correctly, only a few years had passed since the last Tournament of Power. What was Zeno planning now?
That was normally barely enough time for him to take an afternoon nap. Wasn't he holding events a little too often now?
But they only dared think it. None of them dared voice a complaint or hesitate.
They immediately began summoning their universes' Supreme Kais.
A moment later, once the Grand Minister confirmed that the gods were ready, he spread his arms and activated his divine power.
The gods of seventeen universes were summoned.

Two rows of figures appeared in rapid succession, kneeling on one knee inside the Lookout.
They all stared at the floor, not daring to raise their heads without permission from Zeno or the Grand Minister.
At the sight, Champa and Vados, who had already knelt once earlier, knelt again among the crowd.
The Angels were relatively relaxed, but the Gods of Destruction and Supreme Kais dared not let their guard down. They were all afraid that some gesture or remark might anger Zeno, which would spell disaster.
The delegations from Universe 1 through Universe 14 each consisted of three members. Only those from Universe 15 through Universe 18 had two members, as they currently had only an Angel and a Supreme Kai, with their God of Destruction positions vacant.
The Grand Minister swept his gaze over the gods, then said, "All right, everyone, rise."
The gods rose to their feet.
They looked straight ahead, gazing reverently at the Grand Minister and Son Gohan before them, and at Zeno seated behind the two.
Son Gohan smiled and nodded to the gods, then stepped aside.
