The very next day, Minato Namikaze came looking for Hatake Ziyan.

Hatake Ziyan had just sent Itachi away. The sight of Minato Namikaze's worried face made his temper flare!
You're the Kage of the strongest Ninja Village! You have a powerful force under your command, with five or six Kage Level fighters in the village alone! Why are you afraid of the Water Ninja Village when it's mired in internal strife? Can't you show a little backbone?
"Minato! I don't need you questioning how I do things! Besides, I'm cultivating talent for your Konoha! And you're its Kage! If even you're this indecisive, how are you going to lead Konoha to greater heights?" Hatake Ziyan said irritably.
"Lord Ziyan! What's that supposed to mean? I'm indecisive? You're the one making trouble for me!" Minato Namikaze grew angry at Hatake Ziyan's words and shot back.
Hatake Ziyan was already annoyed, and Minato Namikaze's retort sent him straight into a rage!
"Minato Namikaze!" Hatake Ziyan looked at Minato expressionlessly. "Yes, you're the Hokage! But don't forget that your higher-ups approved this! And I'm doing it to train ninja for you! If you're unhappy with that, I can take them and leave! Then I won't be causing you any trouble, Lord Hokage!"
