In the past, a visit from the World Government had always meant fluttering banners, immaculate honor guards, crowds of officers, and a thunderous reception.
But now, as the stately, imposing official ship flying the World Government's flag slowly docked, an unusual "calm" hung over the pier.
There were no ceremonial salutes, no military band, and no ranks of Marines waiting to welcome them-only a port guide going through the motions.
The sea breeze whipped the brand-new Marine flag and Fleet Admiral's flag into snapping billows, yet no one spared the World Government's flag so much as an extra second.
It was a stark contrast to the days when the Marines still served under the World Government, when practically everyone would turn out for any visiting "envoy from above" to demonstrate their loyalty.
The official ship lowered its gangway.
The first to set foot on the dock was Rob Lucci, wearing the white coat of a CP0 commander. Traces of battle still marked his face, and a little bandaging peeked out from his collar.
The moment he disembarked, Lucci swept his eyes over his surroundings, taking in the cold reception without showing any emotion.
Then he stepped aside, bowed slightly, and gestured to lead the way.
Next, one of the World Government's highest authorities, the Warrior God of Justice-Saint Topman Warcury-disembarked.
He wore an expertly tailored black suit over a crisp white shirt, with a dark tie, every detail immaculate.
His distinctive bald head gleamed slightly in the sunlight, and the small birthmark on his forehead was clearly visible.
His carefully trimmed, drooping mustache trembled slightly with his stern expression.
Lucci stepped half a pace forward and, following protocol, announced in a loud, clear voice:
"His Excellency Saint Topman Warcury of the Five Elders has arrived!"
