The Charter covered every aspect of the Main Universe's star sectors.
Its greatest reform was the abolition of the major planets' old systems. Instead, it divided them by function, establishing more than a dozen categories such as [sentinel planets], [industrial planets], [agricultural planets], and [hospital planets], with the Inner Ring's border as the final defense line. Its aim was to turn the entire Main Universe into a war machine under unified command.
The major planets were linked through the Abyss, with routes opened between them like a dense web that encompassed the entire Main Universe.
