The conference room in Amegakure had been hastily cleared out.

The long table had been dug out of the rubble. It was missing a leg, propped up with stones, and barely steady.

The Five Kage sat on either side.

Tsunade sat at the head, with Hashirama, Jiraiya, Genya, Uchiha Fugaku, Guy, Ino-Shika-Cho, and a lineup consisting entirely of Uchiha Jonin standing behind her.

Dried blood still stained everyone's forehead protectors.

Pain and Konan stood by the window. Hidan crouched in a corner wiping his scythe, while Kakuzu leaned against the wall, carefully counting the valuable hearts he had collected on the battlefield.

Deidara sat on the floor playing with clay. Sasori stood at the door like a silent guardian.

Across from them, Raikage A sat with his arms crossed, Darui and C standing behind him.

Tsuchikage Ōnoki floated above his chair, with Kitsuchi and Akatsuchi behind him.

Mizukage Mei Terumi sat with her legs crossed, Chōjūrō and Ao behind her.

Temari and Kankuro stood behind Kazekage Gaara.

Tsunade spoke first.

Her voice was a little hoarse. Between the nonstop fighting and the all-night meeting, her throat had long since gone dry.

"Everyone, regarding Obito Uchiha, Madara Uchiha, and Orochimaru collecting the tailed beasts and attempting to cast Infinite Tsukuyomi..."

She paused, her gaze sweeping over everyone present.

"On behalf of Konoha, I owe you all an apology."

She bowed her head slightly.

The conference room fell silent for a few seconds.

Raikage A snorted but said nothing.

Ōnoki stroked his beard without a word either.

Mei Terumi took a sip of tea, her eyes darting around behind the cup.

Gaara remained expressionless.

Every Kage knew perfectly well that Konoha had produced far too many missing-nin. From Orochimaru to Obito to Madara, each had nearly turned the Shinobi World upside down.
