Yu Lin Bloodhawk lowered his head in thought. After a while, he suddenly looked up and told his guards, "Someone go and invite Mez'dra over. Tell him I need his help with something."
"I'll go. He knows me!" one of his bodyguards said.
"Fine! If he asks what it's about, tell him I'm planning the development of the Seaside Plain, but I'm no expert in that area. I've only drawn up a rough plan. They'll need to send people over to handle the details," Yu Lin Bloodhawk said.
"Yes, sir!" The bodyguard turned and left.
He picked up his pen and began writing again. Partway through, he suddenly looked up and asked, "Does this place get typhoons or tsunamis every year?"
Everyone shook their heads. He murmured an acknowledgment, lowered his head, and continued writing.
"My lord, the councilors elected by the elves are all here," a gryphon rider said as he came through the door.
He looked up, put down his pen, and put his papers away before asking for them to be shown in.
The guards soon brought in six councilors. They were all high elves, arcane mages in the traditional sense. Some were intermediate-rank and others high-rank, but none had reached the rank of archmage. Their speech and bearing, however, made it plain that they had once been nobles in Quel'Thalas. Once they were seated, a mage who was clearly their leader said, "Honored City Lord, what did you wish to discuss with us?"
"I originally intended to discuss this in ten days, but the situation has changed. Today, a fleet of around fifty ships of various sizes arrived carrying human refugees seeking shelter. Our initial estimate puts their numbers somewhere between five and seven thousand. If I'm not mistaken, they came from the Kingdom of Stormwind."
