The second Alliance Meeting was held in Lordaeron in mid-October. Much as in the original course of history, Lothar became commander of the Combined Army with the support of Lordaeron's king.

Perhaps the Kingdom of Gilneas was unhappy about its defeat in the previous war, or perhaps it resented Lothar's appointment as commander. Whatever the reason, it ultimately announced its withdrawal from the Alliance.

The Kingdom of Gilneas believed it could defend its people and territory with its own swords. It also accelerated construction of an enormous wall—the Greymane Wall—which would enclose the entire kingdom in the hope of blocking any future Orc attacks.

Although the Gnome Kingdom did not withdraw from the Alliance, it refused to send troops, agreeing only to provide some military supplies. A strange species of creature had appeared in Gnomeregan, the city where they lived, and was attempting to seize it.

Until those creatures were completely eliminated, the gnomes would be unable to send troops to war. Their forces had to concentrate on defending the city and fighting those creatures.

The elves of Quel'Thalas were willing to send troops because Lothar was a legitimate descendant of the Arathi Empire's royal family. However, the negotiating delegation led by the Windrunner Sisters had additional demands beyond its usual conditions.

The Quel'Thalas delegation argued that erroneous or malicious orders from Allied Command during the previous war against the Orcs had caused devastating losses among the Elven Expeditionary Burning Legion sent by the Kingdom of Quel'Thalas.

This time, the Kingdom of Quel'Thalas firmly demanded the right to command its Elven Expeditionary Burning Legion independently and conduct its own operations. However, given the Alliance forces' overall lack of magical strength, Quel'Thalas would consider assigning a unit of 1,200 mages to Allied Command, to be deployed at its discretion.
