The Under the Moon Council was one of the Wizard Alliance's three pillar powers, with an upper and lower chamber.
The lower chamber was organized by family. Any dark creature that could form a family and possessed a small territory could, after review by the council, obtain a seat in the lower chamber.
The upper chamber was organized by clan. Only the five strongest clans in the Under the Moon Council held seats in the upper chamber.
At present, the upper chamber's seats were controlled by the five great clans: the fox clan, the Blood Clan, the Zombie Clan, the Werewolf Clan, and the Ghost Clan. The five Senior Councilors also came from these clans—Su Shijun of the Qingqiu fox clan, Milton Karen of the Blood Clan, Gongsun Bing of the Zombie Clan, William Talbot of the North American werewolves, and the ghost Hun Buyu of Dark Blue Castle.
Among them, Milton and William had always been Su Shijun's most ardent admirers, while Hun Buyu's younger sister, Hun Buyu, was Su Shijun's close friend. Added to that, Gongsun Bing had always been taciturn and reluctant to deal with mundane affairs. As a result, this witch from Qingqiu, the least senior of the five Senior Councilors, had instead become the most influential member of the upper chamber.
Many wizards had privately speculated that if the upper chamber had a position of "Speaker," it would surely belong to the Qingqiu Su Clan.
Of course, Senior Councilors represented their respective great clans. That did not mean they were the strongest members of those clans, nor could they fully determine their clans' positions and status within the chamber.
