But that was merely the Wizard Alliance's one-sided claim.

Just as, more than a century after the Eastern Jin had unified the realm, there were still people living in Peach Blossom Spring in the Qin Dynasty, "unaware of the Han, much less the Wei-Jin Period." Even though the Wizard Alliance possessed indisputable dominion over the entire world, there were still ancient organizations and individuals in the gaps of its oversight who refused to acknowledge themselves as wizards.

Under normal circumstances, as long as they remained obedient to the Alliance, were willing to abide by the Wizard Codex, and accepted the Alliance's summons, perhaps only once every hundred years, the Alliance would not nitpick over such trivial matters with these stubborn factions. It allowed them to continue their respective inheritances, treating it as a way of preserving the ancient culture of the Wizarding World.
