For example, a wizard discovers fresh droppings left by a Huodou in Silent Forest. That is a dangerous Magical Creature, so we have to coordinate a hunting team to go patrol the area. Or a wizard discovers an herb in Silent Forest that no one has ever seen before, and we need to help file for the Alliance's reward. Or someone reports that their neighbor is conducting illegal magical experiments, and we have to go verify it. Or a child gets lost on the street, a pet relieves itself in public, a Gargoyle on a certain street looks at a passerby one time too many, and so on... Things like these are trivial and small, but there are a great many of them... By comparison, a strange life-form with a threat level similar to a cockroach being discovered in a quiet room rented out by one of the committee's subordinate offices... It's very hard for that sort of matter to receive sufficient priority."
