Chinatsu arrived with a large group. Of course, before leaving, she had still had to deal with Hiruzen Sarutobi's attempts to persuade her to stay.

Chinatsu was no vulgar person. Faced with the benefits Hiruzen Sarutobi offered, she resolutely raised a hand in refusal. No one could stop her determination to develop the Land of Whirlpools-and laze around!
Through Yomotsu Hirasaka, the ultimate Space-Time Ninjutsu, everyone had been in Konoha one second and within the Land of Whirlpools the next.
The last time she came here, the Land of Whirlpools had been a field of ruins. This time... well, how should she put it? At least "ruins" no longer fit. Perhaps "plains" would be more accurate?
The land lay empty, and even the buildings remained extremely rudimentary. The surviving members of the Uzumaki Clan worked alongside hired laborers to build houses. They were clearly putting their hearts into it, but their work was simply too slow.
Their industrial capacity just wasn't up to the task.
Chinatsu planted one hand on her hip, raised the other to her forehead, and sighed.
Just then, an Uzumaki Clan member who had been busy working noticed the group that had suddenly appeared beside Chinatsu.
At first, he jolted in surprise, but when he spotted Naruto Uzumaki among them, he relaxed and hurried over.
"Naruto, what brings so many of you here? Actually, aren't you with Boss Chinatsu?"
"Sister Chinatsu? Isn't she right here?"
