At Ye Chen's words, Akaza finally lost his composure. He immediately lunged forward and kicked at him.
Ye Chen wasn't about to indulge him. After dodging the kick, he immediately drove another punch forward, talking as he fought.

So Ye Chen was merely declaring, in the name of justice, that Akaza had to die. It had absolutely nothing to do with getting Exchange Points or completing a system mission by killing him.
