Handling these human troubles proved even more difficult than Morax had imagined. He also had to determine who was right and who was wrong.
Sometimes, both sides insisted they were in the right, making things even more troublesome.
The Millelith, who maintained order in Liyue, began to feel overwhelmed.
They had joined the Millelith to vanquish demons and monsters in the first place. All of them were skilled fighters, but these trivial disputes were difficult for them to handle.
After discussing matters with the Adepti and the Yakshas, Morax decided to establish the [Liyue Qixing] to manage human affairs, including drawing up laws and regulations.
