Cultivation above Nascent Soul would also be suppressed to the Nascent Soul stage by the restrictions... thus, those at the Nascent Soul stage were best suited to enter.

Outside the Forbidden Lands, an old man in black robes strode up with several young people behind him in a grand procession. Seeing an old man in brocade robes, he immediately spoke.
The brocade-robed old man floated over to face the black-robed old man with someone who looked like a young girl beside him. He glanced at the black-robed old man. "If you can come, why can't I?"
The black-robed old man glanced at the girl beside the brocade-robed old man. "The Forbidden Lands are so dangerous. You feel safe letting your granddaughter go inside?"
The brocade-robed old man gave a proud huff. "How could mere mortal danger frighten my granddaughter into retreat?"
Hearing this, the girl beside him raised her head and said with some resistance, "It's too dangerous. I don't want to go inside."
At that, the black-robed old man immediately looked at the brocade-robed old man with a wicked grin...
The brocade-robed old man grew somewhat embarrassed.
