In theory, switching to his Shadow 007 identity would indeed let him obtain a God-Chosen Slate from the same Eldritch God.
But the key was...
A God-Chosen Slate obtained under a particular identity would only take effect while that identity was active.
In other words, Qin Feng could switch identities to obtain two God-Chosen Slates, but he could not activate two God-Chosen Slates from the same Eldritch God at once.
