There was a cave in that mountain, and its other end led straight to the nearest City God Temple.
After people died, they had to report to the City God Temple first. Once they received a "Road Permit" there, they would proceed to Ghost Gate Pass. Upon reaching Ghost Gate Pass, they had to present their "Road Permit." Only after passing through Ghost Gate Pass had they officially entered the Underworld.
