He used the flesh he had devoured from the Echo Demon to regenerate his severed arm.
The creature had died in the explosion, leaving too little of its corpse for him to "eat."

"So the people in the base didn't disappear because they deliberately cleared out the supplies and evacuated. They were wiped out by an unknown enemy while scrambling to fight back!"
