In some ways, they were even crazier than the Aesir. The Vanir had been poor in the past; barefoot men feared no one in shoes, and when they fought, they cared nothing for the cost.
Trading with Dimensional Demon Gods and Hell Lords, cooperating with aliens or monsters, conducting forbidden magic experiments... Freyr, the Vanir king, had done all of it during the Second God War between the two pantheons.
Unfortunately, Odin had Yggdrasil to give him an unfair advantage. He sacrificed one eye, and Runic power and wisdom were poured straight into him from the void. The moment he emerged, he was invincible, riding alone as he slaughtered tens of millions from the allied army without the slightest regard for reason.
In the end, every warrior of the Vanir fathers' generation died, leaving behind nothing but hatred.
But that was ancient history. After Deathstroke intervened back then, Gullveig seemed quite content with her current life. Frigga also did not want any more trouble within Asgard, so she had likely soothed her younger sister through some means.
So be it. It did not matter who governed Asgard. It was not as though they could turn against the Sorcerer Supreme.
