Kendra fluttered her wings and leaned over for a look. Though she did not understand how it worked, she could still understand such an intuitive display.
"Not bad, you even learned to answer first." Deathstroke tossed Hawkgirl a piece of chocolate as a reward and nodded approvingly. "But it seems I overestimated Cyborg. The idea of leaving clues at his home so people could find him probably wasn't his own. Chief must have advised him, because this thing is Chief's backup plan."
As he spoke, he picked up the little pocket watch and gave it a shake. Its fine golden chain gleamed beautifully in the sunlight.
If the deduction was correct, Chief had probably entered the Consciousness Web through that cave in the wasteland zone. While passing through Happy Harbor, he noticed that something was wrong. So, in full view of that bald man, he deliberately left behind a tracker capable of locating his wheelchair.

In short, Chief probably hoped that once Doom Patrol discovered he had been missing for too long, they could use this thing to find him. The others' combat ability might be negligible, but Charlie was truly powerful. Once she fell into danger, some of her stronger personalities might emerge.
