The Tidal Power Station had originally been quite good. In earlier years, Gotham had used a hydroelectric plant on the Gotham River, but generating power with water required building a dam to store it.

That hydroelectric plant had stood upstream, on higher ground. Back then, the lunatics in the city were always trying to get Batwoman to play games with them. If she refused, they would threaten to blow up the dam and drown everyone in the city in their sleep.

The Bat-Family had stopped such plans time and again, but after so many years, they were getting tired of playing along.

As a rich person, one ought to think more boldly. So Batwoman simply bought the hydroelectric plant and converted it into a sewage treatment facility.

Punchline had drowned people there not long ago. It was next to the wastewater purification plant, and it was now called the Gotham Reservoir, though its water level was no longer as high as it had once been.

Batman had spent his own money to build a new Tidal Power Station, while also running lines from a nuclear power plant over in Metropolis. The tidal station's reservoir was by the sea, so even if someone blew up the dam, the water would only flow into the ocean. That solved the problem.

The Tidal Power Station had originally run quite well. Whether it made money was secondary; safety was what mattered.

But during the "Earth's Submergence" incident, everyone knew that an alien sea god had nearly flooded the entire planet, and Gotham had sunk completely beneath the sea.

The Tidal Power Station had been shut down ever since, awaiting inspection and repairs. After all, most technological equipment was not waterproof.
