Doctor Manhattan's relics practically did not exist. Let alone the gems he had originally given Deathstroke—they were Su Ming's own Power Ring, merely returning from a Time Point in the Future to an earlier Time Point and changing their form of existence.
As for the Smiley Badge, it was Comedian's relic and had no connection to Manhattan himself. It simply represented something else.
Finding Blank was undoubtedly as difficult as finding Manhattan, but perhaps magic could accomplish what science could not.
Most Person-Finding Magic required a token connected to the target. After thinking it over, Su Ming decided that Rorschach's mask was the easiest thing to obtain.
Without Doctor Manhattan, that fabric would not exist. That was a causal connection.
There was a good chance that causality could be used, so the plan was that simple.

The Black man stared into Deathstroke's single eye and saw a darkness deeper than the world itself—the terror hidden beneath that human form, far more dreadful than Doomsday.
For one brief instant, perhaps aided by adrenaline, he regained a moment of clarity and wanted to answer the stranger's question.
"Duaaaang!!!"
But just as Reggie seemed about to say where the mask was, the bell rang. The clock hands pointed to twelve, marking the end of the old day and the beginning of a new one.
To Reggie, that meant the Doomsday Clock had rung, yet the world still existed and he had survived. His mind instantly relaxed, his head lolled to one side, and he fell into the deepest sleep.
An innocent smile appeared on his sleeping face as he let out strange little giggles, occasionally mumbling:
"I'm Rorschach."
"Great, that bell worked better than a sedative. It might be some kind of self-hypnosis or psychological suggestion for him."
