It was currently nighttime on Earth -11, and Gotham City here was much the same as ever. Perhaps the biggest difference from Earth-0 was that the nights here were excessively quiet, and there were rather too many places in the city that used green lighting. Even the clouds overhead seemed faintly green.
In the broader picture, this world was still ruled by the Amazon Council, while Aquawoman and Wonder Man still lived happily together, giving off the air of a bitch and a dog, together forever.
But political matters had little to do with Gotham. Bliss was highly capable and extremely wealthy; she could be said to have won genuine extraterritorial rights for this city.
This was her city. Her rules overrode everything here. So long as she did not blatantly cross certain red lines, she could freely play her mad games in the city.
The Amazon Council was made up entirely of women. They only needed to ensure that the world remained under female rule and did not particularly care about anything else.
And Bliss was a woman, a strong one at that. The name Batwoman carried considerable weight, and the Council was happy to exchange control of one city for her promise not to run around causing trouble everywhere.
All the villains in the world were locked up in Gotham. To them, Batwoman was more like an unpaid prison guard. Even if she went mad, what did it matter if she went mad inside a prison?
That was indeed a wise choice. If Deathstroke from Another World had not arrived here first, and The Batman Who Laughs had succeeded with his plan instead, then when Bliss became a drowned wraith, she would have had the strength to destroy a universe by herself.
But that was only a hypothetical.
