Batman Owl's past had much in common with Brutal Knight's. Both had lost their parents, then gone out to train themselves. The only difference was that one had joined the military, while the other had somehow ended up in the Magic World.
That led to different futures for them in different worlds.
After retiring from the military, Brutal Knight returned to Gotham, hooked up with the Court of Owls, and became Talon Zero as well as a member of the Court of Owls.
Batman Owl had a higher starting point. After returning to Gotham, he too joined the Court of Owls, but as a spellcaster, he directly became a Chi Hu Priest and a member of the Court of Owls Council. That was an extremely high position within their organization.
After all, Earth -11 had shown that since the tribal era, the Court of Owls had only accumulated twenty or thirty Chi Hu. That was the entirety of their sorcerous foundation.
The Bruce of that world had most likely taken complete control of that force. It was also what gave him the confidence to negotiate with The Batman Who Laughs.
Compared to cannon fodder Talons like Brutal Knight, Batman Owl was clearly treated far better. At the very least, he had gotten the chance to infiltrate the hidden space inside Wayne Tower.
Wayne Tower was Batwoman's cover identity. There was nothing here that could connect him to Batwoman—not even the half-finished Batmobile in the basement had been painted black.
Though the vehicle looked flashy, had bulletproof armor, and even a nitrous oxide booster, Dr. Fox, who was in charge of the project, claimed it was a military order: a new generation of armored personnel carrier.
