Faced with Captain America's long-winded, righteous speech, Zemo's hand moved toward the red button on the table again and again, only to pull away each time.
Forget it. There was no need to kill an idiot. It would just make him seem less intelligent.

As he watched Captain America on the screen, Zemo grew angrier the more he listened. Though the man was not wearing Stars and Stripes, his head was stuffed full of the Americans' usual interventionist ideas. Zemo wanted nothing more than to kill him immediately.
But in the end, he moved his finger away from the button. It was not yet time to kill Captain America and that woman. Captain America was essential to the plan.

The man beneath the purple hood calmed down. The fountain pen rolled around his fingers once before coming to a stop. In a calm, unhurried tone, he answered Captain America's attempt to persuade him to surrender:
"I want to make a deal with you, Captain. I'll tell you some information first. Someone is planning to strike the United States mainland. She calls herself the Root of Hatred."
"Never heard of her," Peggy whispered to Steve, shaking her head.
Zemo heard her and replied with a smile, "A codename is just something made up, isn't it? You know Madame Hydra, right? I'm with her now. She has a major plan aimed at SSR and the United States."
Hearing that, the captain frowned. He did not understand what Zemo was trying to do.
"Why are you telling me this? Aren't you all Hydra?"
