Those handling the handover also changed identities, transforming from traveling merchants into core Shadow Organization personnel, neither servile nor overbearing as they coordinated deliveries and exchanged intelligence with Konoha's various departments.
The Konoha High Command was delighted to discover that the Shadow Organization's various structures, such as its Administrative Department, Finance Bureau, and Intelligence Gathering Department... closely matched Konoha's own. They could be merged directly into its existing operations.
Most of the intelligence shared by the Shadow Organization's Intelligence Gathering Department had been obtained by Xihuo through [Absolute Command], and its contents were explosive.
For instance, there were lists of undercover operatives and spies from other countries within Konoha, including quite a few key personnel who had risen to high positions.
Konoha was skeptical at first and had interrogators from the Yamanaka clan investigate discreetly. In the end, every piece of intelligence proved accurate. That degree of accuracy was truly astounding.
