"But our manpower is limited. Rather than take risks, we should simply let them through and let the Lands of Wind and Earth face off against the Land of Lightning."
"Besides, I think it would be better to keep the Land of Lightning in a stalemate. Even a cornered rabbit will bite. If the Raikage has nowhere left to retreat, who knows what he might pull out in a fight to the death?"
"However weakened the Raikage is, he still serves as a check on them. Without him and the Land of Lightning as a buffer, might the Shadow Organization turn its attention to Konoha, its nearest neighbor? Their methods are strange, and none of the intelligence agents we sent in have returned to report. Caution is our best option."
"Between the Raikage, whom we know inside and out, and the Shadow Organization, about which we have almost no intelligence, I would rather keep the Raikage around."
Utatane Koharu shook her head in disagreement and argued her case against Shimura Danzō.
"I second that."
Mitokado Homura nodded. He had little presence in the room.
"I still stand by my view. Yilong killed the First Raikage, and the hatred between Konoha and the Land of Lightning is already set in stone. We are mortal enemies now, so we might as well root them out completely!"
"We've barely had any contact with the Shadow Organization, and the scouts we sent out earlier haven't reported back at all. Between a force we know is our enemy and an organization whose stance is unknown, I don't think we need to spend much time deciding which to favor."
Shimura Danzō continued to look for holes in her argument and rebut them.
Each had a valid point, and for a time, none could break the deadlock.
