Shawn divided the Death Eaters outright, establishing the Dual Kings, Five Departments Structure.
He formed five departments: the Combat Department, the Administration Department, the Enforcement Department, the Inspection Department, and the Research Department. For now, there was no legislative department.
Ahem. Shawn had actually rather wanted to use ancient Chinese names like the Ministry of War, the Ministry of Justice, and the Ministry of Personnel.

Wenge Greengrass would head the Combat Department.
Lucius Malfoy would head the Administration Department. Lucius had already been handling similar affairs all along, and had done a good job.
Pierce would head the Enforcement Department. He counted as a newly cultivated member of Shawn's own camp.
Yaxley would head the Inspection Department. He was vicious but not scheming. With an occasional reminder to keep him in line, he was quite suited to work that involved offending people.
Snape would head the Research Department. That needed no explanation.
After explaining each department's responsibilities to them in detail, Shawn told them to begin selecting and vetting their members tomorrow.
The Combat Department needed the most personnel-at least two hundred. That seemingly greatest share of power left many people green with envy.
Even Wenge struggled under those ravenous stares. He felt as though Shawn had set him over a fire.
