Upon hearing the news, Shisui said happily, "Oto, does this mean the village has accepted us? If we tell Within the Family, they'll be delighted."
Oto Uchiha rested one hand on her hip and said evenly, "This is only what we Uchiha deserve."
After learning that the Uchiha could attend the High-Level Meeting, and would have several seats at that, Shisui simply took it as a sign of reconciliation between the village and the Uchiha. He believed the Hokage Faction's leaders wanted to ease tensions.
But Oto Uchiha understood that their right to attend the High-Level Meeting came partly from the Military Police Force's painstaking efforts to build its reputation, and partly from Akatsuki, an external enemy that demanded their full strength.
At its heart, though, it all came down to strength: the many jonin among the Uchiha, and the two pairs of Mangekyo Sharingan belonging to her and Shisui.
After pondering for a moment, Oto looked into Shisui's eyes and asked solemnly, "Shisui, you can't use Susanoo anymore, can you?"
Shisui raised his head and nodded. After what had happened in the Land of Wind, he no longer had enough ocular power to use Susanoo. The only dojutsu he had left was Kotoamatsukami.
Oto nodded slightly. "Zou has already handed over the technology involving white zetsu cells to me. We can perform the surgery soon. It consists of three stages, but requires senjutsu support. Have Bell Cat train with you over the next few days."
"Bell Cat?!"
Shisui had heard of Bell Cat, Oto's summoning beast and the strongest ninja cat in the Ninja Cat Group. Its strength was supposedly approaching that of a jonin, but he had never imagined that ninja cats had mastered senjutsu too.
He wondered whether the other members Within the Family knew about this.
