Besides that, Vaporeon could also serve as a link in a long Baton Pass chain, passing along powerful offensive boosts. After receiving Speed boosts, it could use Roar first to drive out an opposing Roar user, and it could also receive Acid Armor boosts to improve its physical bulk. Of course, long Baton Pass chains were no longer usable on PS, but I still wanted to mention them. As for other options, a Choice Specs wallbreaker set was actually less effective than Milotic with Rivalry, and it could hardly compete with Choice Specs Keldeo either-even Keldeo, one of the giants of Generation VI, had fallen from grace in Generation VII. So Vaporeon's most common role was probably still a Water-type wall that could pass Wishes and act as a team cleric.
In Double Battles, Vaporeon had Muddy Water, a strong spread attack, as well as Helping Hand to support its partner. However, this approach was still overshadowed by Tapu Fini, which could heal its teammates, and it lacked competitiveness against Milotic, which could effectively counter Intimidate and Snarl. Although Vaporeon was in the Alola Pokédex, it was still quite a rare sight.
In the games, Vaporeon had three moveset options:

Wallbreaker (heavy HP investment, Special Attack-boosting nature, Choice Specs): Hydro Pump + Ice Beam + Hidden Power Electric + Scald/Signal Beam.
Doubles support (heavy HP investment and a nature boosting either defense): Muddy Water + Icy Wind/Wish/Scald + Protect + Helping Hand.
As a very common Water-type wall that usually carried only a Water-type attack and often lacked a status move, and whose ability also granted immunity to Water, Vaporeon was easily
