Gunfire kept ringing out behind the car. Sharon Carter could only hunch down as much as possible and floor the accelerator to shake off her pursuers. Fortunately, she was a skilled driver, able to drift from side to side while keeping those behind her from hitting her tires.

It had arrested several Hydra leaders but left the rest to slaughter one another alongside S.H.I.E.L.D., then deployed the military to hunt down lower-ranking personnel on a massive scale. Once those people were captured, they were granted corresponding pardons and ways out.
Low-ranking members of S.H.I.E.L.D. and Hydra were not particularly loyal to their organizations. Fight the world's most powerful country for those two organizations? Aside from lunatics with dreams, ninety percent of them would not do that.
High-ranking agents, however, were harder to control. The Thaddeus Ross administration generally imprisoned such people for treason first, then slowly selected those it could use.
Someone like Sharon Carter, whose family had served S.H.I.E.L.D. for generations, would certainly end up in prison, among the last batch anyone remembered to interrogate. Her family had served S.H.I.E.L.D. for far too long, and Peggy Carter was one of its founding veterans.
