Background / History
SDS and the LycoReco Branch
According to Mira Tsubakihara, Kirika founded SDS alongside an executive from Zeus Industries to collect Abyssal Artifacts for military research. Kirika describes its institutional arrangement more bluntly: the Special Records Office receives Metropolitan Police Department funding but works for US forces, rather than serving the Japanese government 19 32.
Kirika also shares a personal ambition with Lacus Clyne to preserve peace as the Abyss approaches. She regards recruiting and training a sorcerer as essential to that goal, particularly because SDS possesses artifacts that ordinary people cannot use 41.
Approximately half a year before Luo Shu’s visit with Natsuki Minamiya, Kirika and Natsuki led the response team that encountered the future LycoReco staff after their arrival from another world. Kirika vouched for them when the Metropolitan Police Department nearly killed them. Subsequent events brought her close to falling out with the department 21 48.
Alley Investigation
Kirika investigates the alley where Luo Shu killed a monstrous rat. When officers report that surveillance captured neither the creature nor its victims, she suspects renewed Abyss activity and orders the records sealed under the Special Records Office’s Class B Files. Examining the blood patterns, she correctly considers whether a wind-element mage inflicted the injuries 7.
Recruiting Luo Shu
Kirika approaches Luo Shu after he finds her Lucky Wallet, rewards him with 200,000 yen, and identifies him as a newly awakened ability user because his mental power is radiating without restraint. She offers a government position paying 500,000 yen after tax per month, with two annual bonuses of 1.5 million yen each, allowances, and leave. Refusal, she warns, would likely mean heightened observation and twice-weekly police check-ins 17.
At LycoReco, she presents a Type 1 special contract and explains SDS’s work, rival occult organizations, and the uncertain nature of the Abyss. Luo Shu signs, becoming the organization’s first recruited sorcerer in Japan. Kirika assigns Chisato to equip him, then leaves to register his contract with the police and US forces 18 19 41.
Demon Heart Recovery
After Luo Shu kills Nakamura Yuuichi, Kirika intervenes at the police station, has him uncuffed, and supplies credentials identifying him as Inspector Luo. She explains that Nakamura was a Hound from the Demon Hunters pursuing the Demon Heart, a ruby ring capable of hypnotizing women 27.
Kirika assigns Luo Shu to recover the ring through Mira Tsubakihara, whose political and financial connections make detention and a forced search impractical. She permits him to keep it provided he does not hypnotize SDS personnel and submits it to necessary testing. Meanwhile, she withholds the ring’s existence from outside authorities and arranges covert surveillance with Takina and Chisato 28 29.
The Lucky Wallet escapes to Luo Shu a second time during this assignment. Kirika reluctantly lets him retain it, accepting that it has chosen a luckier owner within SDS. She is later astonished to learn that he found the Demon Heart in a single night 29 41.
Demon Incantation Search
Using information obtained after the Hound’s death, Kirika tracks down the hypnotized jewelry-store clerk and secures surveillance evidence before the Metropolitan Police Department and Onmyoryo can act. The investigation yields ten addresses containing batches of documents that may bear Demon Incantations 49.
She negotiates a sixty-forty split, with four addresses for SDS and six for Natsuki. When Natsuki insists on random selection, Kirika asks Luo Shu to draw the envelopes, relying on his exceptional luck 49 50.
Kirika assigns herself and Chisato one address each, pairs Mika with Mizuki, and sends Luo Shu with Takina. Kurumi monitors the addresses and communications. Despite dismissing Natsuki’s warnings about retaliation, Kirika explicitly orders her personnel to retreat from enemies they cannot handle 50.
Appearance
- Hair: Blonde, usually pinned up 7 17.
- Build: Short; Luo Shu estimates that she is probably under 160 centimeters tall. He particularly notices her slender, straight legs and curved figure 17.
- Clothing: Appears at the alley investigation in a purple pantsuit and high heels; wears black stockings when approaching Luo Shu 7 17.
- Eyewear: Wears sunglasses outside and glasses while reviewing office documents 17 28 41.
Personality
Kirika is an opportunistic recruiter and negotiator who combines generous rewards with pressure. She entices Luo Shu with pay, benefits, and flirtatious teasing while making the consequences of refusal clear. Lacus criticizes this approach as near-coercion; Kirika maintains that Luo Shu recognized an opportunity and willingly accepted it 17 41.
She fiercely protects SDS’s access to artifacts and has little patience for senior police officials. She conceals valuable intelligence, takes evidence before competing authorities can secure it, and bargains for a share of recovered materials. Even her friendship with Natsuki does not stop her from pressing for an advantage 28 49 50.
Her acquisitiveness coexists with concern for her personnel and a sincere desire for peace. She insists on equipment checks, continuous communications, and withdrawal from unwinnable encounters, telling her team that she does not want to commemorate their deaths at a temple 41 50.
Abilities & Skills
Recognizing Supernatural Activity
Kirika recognizes signs of supernatural involvement without displaying a named personal power 7 17.
- Identifies Luo Shu’s uncontrolled mental power through the stinging sensation caused by his gaze 17.
- Recognizes freely radiating mental power as a beginner’s lack of training 17.
- Infers possible wind-element magic from the injuries at the alley scene 7.
Intelligence Gathering and Negotiation
Kirika combines occult intelligence with control over evidence and institutional access 28 49.
- Obtains information from the dead Hound; the passage does not establish whether the extraction uses her own ability, another operative, or an artifact 28.
- Traces the Demon Warlock’s possessions through a hypnotized clerk and surveillance records 49.
- Uses exclusive possession of ten destination addresses to negotiate with Natsuki 49.
- Advises Luo Shu on selling confirmation of the Hound’s death through a bounty website, while warning that trading the corpse could attract the Demon Hunters’ attention 50.
Operational Command
Kirika directs both the café branch and field assignments 18 50.
- Organizes covert observation and protection around Luo Shu’s apartment 29.
- Assigns recovery teams and delegates surveillance and communications to Kurumi 50.
- Requires triple checks of uniforms and weapons, pinhole cameras, and continuous contact during missions 50.
- Places personnel safety above completing an assignment when an enemy exceeds the team’s capabilities 50.
Equipment / Weapons / Items

- Unnamed strongest weapon — According to Chisato, Kirika obtained her most powerful weapon through a fortunate encounter involving the Lucky Wallet. Its type and capabilities are not specified 21.
- Protective artifacts at LycoReco — Installed to block the supernatural presences Chisato describes, preventing even a medium from seeing them inside the base 21.
- Medicinal cigarettes — Made entirely from Chinese medicinal herbs and described as helping stabilize the mind; Kirika cautions against smoking too many 17.
- Secure phones — Uses an anti-eavesdropping handset and an encrypted phone for sensitive SDS communications 41.

- Luo Shu — Recruit and subordinate. Kirika secures his employment, supports his release from police custody, and uses his luck in artifact recovery. She calls him her “Goddess of Fortune” when asking him to select addresses 17 27 49.
- Lacus Clyne — Dear friend and SDS backer for whom Kirika says she is working. They share a hope of preserving peace despite the advancing Abyss, though Lacus disapproves of Kirika’s recruitment methods 41.
- Chisato Nishikigi — Subordinate whom Kirika protected after her arrival from another world. Their exchanges are playful, but Kirika also reprimands her teasing and assigns her independent missions 18 21 50.
- Takina Inoue — Subordinate entrusted with covert surveillance and with guiding Luo Shu during his recovery assignment 29 50.
- Mika — Trusted café manager and operative who assists with contracts, mission preparation, and access to bounty-market identities 18 19 50.
- Natsuki Minamiya — Friend and former response-team colleague. Their cooperation is strained by Kirika’s aggressive seizure of evidence and insistence on securing artifacts for SDS 48 49 50.
- Mira Tsubakihara — Politically connected artifact holder whom Kirika avoids coercing. Kirika worries that Mira’s family could claim the Demon Heart or draw Luo Shu away from SDS 28 29.
