Against Articuno, whose flying ability was no worse than even Dragonite's, the Hyper Beam shooting skyward seemed to become a joke.
To trade damage with an opponent like this, you either needed comparable flying ability or had to fire off weaker moves in rapid succession to blanket the area.
Otherwise, it would very likely be a wasted effort...
Sure enough, Articuno executed a beautiful cobra maneuver, elegantly dodging Hyper Beam in midair and climbing high into the sky.
