History

Destruction of Azure Sun Stronghold

More than ten years before the main story, Windrise, Flowing Stone, Blackwater, and Azure Sun were the region’s four strongholds. Azure Sun attracted residents from its neighbors by offering protection without construction taxes and opportunities without a rigid hierarchy. Viewing its growth as a shared threat, the other three strongholds joined forces to destroy it 38.

Nearly half of Azure Sun’s people were killed. Most survivors became refugees, while others were enslaved by the victorious strongholds. Tian Wenguang was one of the principal attackers, killing numerous Azure Sun experts 38 214.

Chen Shi’an’s Early Struggles

At the beginning of the story, the Chen household faces a six-tael construction-tax bill after Chen Shi’an’s elder brother dies. The former Chen Shi’an planned to expel Su Qingrou and Chen Tiantian from the household, removing their protected resident status so that he could sell them. After transmigrating into his body, Chen Shi’an rejects this plan 1.

His efforts to protect his family draw him into the stronghold’s competing power networks. Lu Chenyang helps restrain Wang Tianye, while Xiang Chuxiong later offers Chen Shi’an pills and protection in exchange for service 13 37.

West Mountain Hollow Conflict

Flowing Stone Stronghold challenges Windrise’s control of the West Mountain Hollow iron mine. The discovery of concealed black-iron ore raises the stakes because the material could substantially improve either stronghold’s armaments 48 60.

Windrise suffers the worse outcome, but Xiang Chuxiong publicizes the campaign as a great victory and arranges a welcome for the returning troops. Its inability to retaliate meaningfully later becomes part of Chen Shi’an’s criticism of the leadership 76 180.

Gathering of Heroes and Reform Agenda

Chen Shi’an’s fourth-place finish at the Gathering of Heroes raises Windrise’s reputation and attracts newcomers. Rather than treating the stronghold merely as a temporary refuge, he begins considering how to strengthen it enough to command respect from the neighboring human powers 180 181 264.

He publicly challenges the distribution of Marrow-Washing Pills, arguing that officials waste them on poorly qualified descendants while promising fighters receive none. His reward includes thirty pills and an agreement for fifty sets of Soft Porcupine Armor, to be delivered in batches 180 181.

Succession Crisis

Xiang Chuxiong plots an ambush against Tian Wenguang in the Water Prison. Chen Shi’an ultimately kills the gravely wounded Xiang Chuxiong, and news that both senior figures have died triggers a struggle for control of the stronghold 200 203 204.

Chief clerk Jiang Can captures the City Lord’s Mansion and seal, invoking the longstanding rule that possession of the seal establishes the city lord’s authority. Ye Xicheng challenges the existing rules, while Jiang Can reveals that he has concealed his cultivation at Third Grade Perfection 204 206 207.

Xiang Li ultimately takes office. Vacant posts go to his trusted followers, while Chen Shi’an directs a purge of entrenched threats. The Three-Killing Battalion’s actions allow the new administration to stabilize the settlement rapidly 208 214 215.

Expansion into Windrise City

As immigration increases, Chen Shi’an proposes enlarging Windrise into a major fortified city. His plan combines displaced laborers, experienced administrators from Azure Sun, and wealth taken from Blackwater Stronghold 264.

Construction proceeds with Blackwater’s captured treasury, financial support from Fu Nantian, newly exploited mineral resources, and imported defensive weapons. By the time Chen Shi’an discusses the project with the Earth Pill Sect, the city’s basic framework is in place and refugees are working to complete it 314 337.

Xiang Li and the senior officials ask Chen Shi’an to name the new city because he proposed it and resolved its two greatest difficulties. He chooses Windrise City, explaining that the original stronghold lies within it and that only “Stronghold” needs to be dropped 380.

Geography and Layout

Windrise lies in the Desolate Ruins, a buffer region between the Ten Thousand Barbarian Mountains and the Sacred Martial Dynasty, Northern Liang, and Southern Qing. Desolate Suppression City, belonging to the Sacred Martial Dynasty, is the nearest city within a human nation 13 42.

Xiang Chuxiong City lord during the early story; cultivates loyalists while attempting to curb the Demon Hunting Team’s independence 37 52 87.

Military and Administrative Bodies

Institution Function
City Guard Battalion Guards the gates and maintains internal order. Under Hu Wanli, it secures key streets during the succession crisis 204 215.
Demon Hunting Team / Camp Conducts demon-beast operations and protects the stronghold’s interests outside its walls. Its commanders include Fu Qingyang and, later, Ye Xicheng 46 52 204.
Three-Killing Battalion Carries out purges, intelligence work, and the extension of authority into the Outer City. After Xiang Li’s accession, it outranks the other two principal armed forces in practice 211 215.
Windrise Martial Academy Trains future officials and martial artists. Its former disciples occupy important departments throughout the stronghold 4 212.
Internal Affairs Office Administrative office whose chief steward, Song Yuan, is an influential political figure 201.

Chen Shi’an requires the Martial Academy to stop interfering in affairs outside education. He identifies its proper purpose as producing talent rather than participating in factional struggles 212.

Residency and Society

Protection and Taxation

  • Resident protection: Registered residents cannot legally be bought or sold. The former Chen Shi’an’s scheme depends on first stripping Su Qingrou and Chen Tiantian of that status 1.
  • Construction tax: Residents initially owe two taels of silver per person every six months. Chen Shi’an describes it as protection money 1.
  • Service exemption: The Chen household is exempt while Chen Qingye serves as a City Guard squad leader; payment is demanded immediately after his death 1.
  • Unequal enforcement: Despite its sanctuary-like appearance, the stronghold’s rules chiefly constrain the powerless, while influence and martial strength determine practical security 13.
  • Outer City policy: The old leadership deliberately tolerates fragmentation and lawlessness outside the walls, ensuring that the Outer City remains a defensive buffer rather than a unified threat 46.
  • Reformed jurisdiction: Chen Shi’an rejects that policy and orders the Three-Killing Battalion to bring the Outer City under direct control 211 215.

Divination Mediums

  • Windrise maintains one active medium and three reserves to ensure its blessing ceremonies can proceed 18.
  • Eligible children must be eight to thirteen years old. Selection brings high status and special protection 18.
  • Repeated examinations create opportunities for examiners to demand payments, leaving ordinary families at a disadvantage 18.
  • The final selection is a major public ceremony attended by the city lord and other influential figures 20.

Economy and Resources

Commerce

  • Chen Su Ji: Chili-sauce business run by Chen Shi’an’s family. Xiang Chuxiong approves model-merchant status and agrees in principle to its becoming the Demon Hunting Team’s dedicated supplier 87.
  • Model merchants: Official recognition provides protection as well as prestige. Established examples include the Hundred Flowers Pavilion, Four-Way Money House, and Windrise Grain Shop 87.
  • Slave Market: A market where Chen Shi’an searches for household and business help; its existence contrasts with the legal protection afforded registered residents 1 24.
  • Outer City trade: Refugees and outside factions exchange goods with the stronghold beyond its walls 6.

Cultivation Supplies and Industry

  • Limited martial elite: Early accounts place the number of Ranked Martial Artists at no more than ten; Windrise’s overall strength ranks in the lower-middle range among the Desolate Ruins’ strongholds 40 135.
  • Imported pills: Windrise initially has no alchemists and purchases all pills externally. Its Marrow-Washing Pills come through the Four Seas Trading Company at high prices and with an unstable supply 123 285.
  • Alchemist acquisition: Chen Shi’an forcibly sends Ba Dashan and Zu Qingyan to Windrise, hoping to establish local pill production. Their dantians are sealed for transport, and Iron Bull is tasked with winning them over 285 300 301.
  • Forging limitations: Local techniques produce few sabers capable of bearing Origin Force; those available already have owners when Chen Shi’an searches for a replacement 100 111.
  • Mining expansion: Geomancy Masters search for deposits under armed escort. Later development benefits from the ability to mine without the costly three-way disputes that previously involved Windrise, Blackwater, and Flowing Stone 314.

Fortifications

Period Defensive capability
Original stronghold Depends on its walls, Outer City buffer, and small body of Ranked Martial Artists 2 6.
West Mountain Hollow conflict Possesses fewer than thirty Black-Iron Bows, making the concealed black-iron deposit strategically valuable 48.
Great-city construction Tall, thick walls carry siege crossbows, heavy repeating crossbows, hand crossbows, and catapults. Weapons arrive through Four Seas Trading Company channels from the three human nations 314.
Developing Windrise City Chen Shi’an reports a city comparable in scale to Desolate Suppression City, with defenses not far inferior. Earth Pill Sect leaders independently confirm reports of substantial heavy-weapon shipments into the Desolate Ruins 337.

Despite this expansion, Chen Shi’an still regards Windrise as extremely fragile compared with Desolate Suppression City and seeks to distract that rival long enough for it to develop 383.

External Relations

  • Flowing Stone Stronghold — Former partner in Azure Sun’s destruction and later rival over West Mountain Hollow. Leadership changes make cooperation more plausible, although Xiang Li remains wary of an attack backed by Desolate Suppression City 38 60 264.
  • Blackwater Stronghold — Another former coalition partner. Its captured city-lord treasury becomes a major source of construction funding 38 314.
  • Azure Sun survivors / Hundred Miasma Forest — Inherit deep hostility toward Windrise. After the principal perpetrators are executed, Chen Shi’an proposes reconciliation and an alliance, including help against Flowing Stone and Blackwater; the proposal is not presented as an immediately settled agreement 214 230.
  • Desolate Suppression City — Attempts to secure Windrise’s allegiance. Liu Mu backs restored officials such as Song Yuan and Xiao Yi as a counterweight to Xiang Li, while Chen Shi’an increasingly commits to resisting outside control 244 247 249.
  • Earth Pill Sect — Potential partner because Windrise needs pills and the sect needs a secure place to develop. Chen Shi’an advocates cooperation as the sect prepares to relocate a selected group to Red Maple Valley 337.
  • Proposed three-stronghold bloc — Chen Shi’an plans an “iron triangle” centered on Windrise, supported by Flowing Stone and Blackwater. Gu Qingyao and Liu Sanyuan would retain control over their respective internal affairs; final discussions remain pending 380.
