On the morning after the new Police Force Number One, Sir Kwan, was sworn into office, the Police Force Management Meeting convened as scheduled.
Inside the auditorium at the Police Force's Tai Kwun headquarters, Zhou Quan took the central seat for the first time.
Before today, Zhou Quan had already been overseeing the operations of the entire Police Force in an acting capacity for quite some time.
But only the Police Force's duly appointed Number One was qualified to convene a Police Force Management Meeting like this.
Previously, Zhou Quan had not received a formal appointment from the Hong Kong Government or the authorities above it, so he had only presided over Management Meetings at Tai Kwun and Special Campaign meetings.
Against a backdrop of three flags, two red and one blue, Zhou Quan sat upright at the very center of the dais in his decorated uniform.
"Colleagues, it is an honor to continue working with you as the Police Force's highest-ranking administrator."
As the meeting began, Zhou Quan looked around at everyone beside him and below the dais, all ranked Police Force Senior Superintendent or above. His smile was as warm as a spring breeze, just as it had always been.
"Here, I sincerely hope that all of you will remain committed to putting the Police Force's ideals into practice."
"Loyalty, courage and perseverance. Serving Hong Kong Island wholeheartedly."
This brief opening marked Zhou Quan's formal appearance before his men in his new capacity, while also serving as encouragement and a spur to both his men and himself for the future.
Clap, clap, clap!
Amid the enthusiastic applause, every member of the Police Force Management repeated the Police Force's current motto in a resounding chorus.
"Loyalty, courage and perseverance. Serving Hong Kong Island wholeheartedly!"
