Against the hazy moonlight, the car bearing Hong Kong Island's No. 1 plate slowly left Arsenal Street and headed west onto Queensway.
It was a bulletproof Mercedes-Benz saloon, not an official vehicle purchased by the Police Force.

The car bearing Hong Kong Island’s No. 1 plate travelled smoothly along Upper Albert Road, entering Government House, located halfway up Tai Ping Shan in the Mid-Levels, without any obstruction.
It continued past the various office areas before finally stopping in the residential section of Government House.
For Zhou Quan now, that No. 1 plate was his most distinctive identification.
He needed no additional passes to enter or leave any premises.
