After carefully reviewing the restructuring and expansion plan submitted by Kong Chi Lap, a flicker of approval crossed Zhou Quan's eyes.

But since Kong Chi Lap had submitted the promotion list, those men had clearly earned recognition within the National Security Department.
As long as the decisions complied with the principles, Zhou Quan would not readily interfere in matters already settled by the departments below him.
Otherwise, there would have been no need for him to elevate the current members of the Police Force core management.
