Functions and Authority
- Paid investigations: Most operating income comes from solving cases and capturing criminals for clients. Losing clients therefore threatens the Hall’s ability to sustain itself 489 499.
- Territorial government: Its branches administer cities, populations, resources, and regional armies rather than functioning solely as investigative offices 490 491 496.
- Military defense: The Hall fights foreign incursions into its domains. Tang Wen’s campaign against Great Wu recovers lost territory and captures five billion li of additional land 497.
- Internal prosecution: Officials accused of corruption, collusion, or framing colleagues can be arrested and sent to the Hall’s Punishment Court for trial 496.
- Investigative reputation: Yin Zhaofeng credits the Hall with solving eighty percent of the world’s major cases and fears that murdering one of its titled investigators could expose World Fortress to retaliation 500.
- Stated principles: Its declared creed emphasizes openness, fairness, and justice. Its rules prohibit slaughtering the innocent 497 499.
Organization
Central Leadership
| Position or Body | Responsibilities |
|---|---|
| Chief Hall Master | Exercises authority over senior appointments. The chief hall master promotes Yang Yong to Deputy Chief Hall Master and assigns Tang Wen to oversee the Capital Branch Hall 510. |
| Hall Master and Deputy Hall Masters | Direct major operations and administrative portfolios. Yang Yong estimates roughly nine deputy hall masters, covering arrests, blood-baleful affairs, administration, regional inspections, and general affairs 510. |
| Punishment Committee / Criminal Committee | The Council of Elders and the Hall’s central decision-making body. Its members are generally Heavenly Sage-level experts; it approves promotions and institutional reforms 496 497 499 507. |
| Attendants | Highly paid senior combat specialists who intervene when investigations encounter powerful opponents. Some are retired Hall experts; they do not necessarily possess exceptional investigative skills 499. |
| Supreme Elder Attendant | A deeply revered senior figure whose appearance inspires awe throughout the Hall 503. |
Territorial Branches
The regional hierarchy described during Tang Wen’s early service runs upward from local altars and helms to Black City’s central establishment 490.
| Level | Documented Details |
|---|---|
| Altar | The only level explicitly placed beneath a Helm Master 490. |
| Branch Helm | Yunyang governs twenty million li and a population of two to three billion 490. |
| Regional Hall | Wind Forest City governs six Branch Helms 490. |
| Xing Commissioner / Punishment Division | Positioned above regional halls; Tailing is one of Tang Wen’s early postings at this level 490 492 493. |
| Punishment Court | Oversees multiple lower regions. Haoxing Punishment Court alone governs over a hundred billion people 490 496. |
| Ministry of Justice | Placed above Punishment Courts; its hall masters are described as essentially Punishment Emperor-level figures 490 496. |
Higher regional establishments are also described through a separate sequence 509:
| Ascending Order | Establishment |
|---|---|
| 1 | Criminal Affairs Office |
| 2 | Punishment Office |
| 3 | Punishment Sea |
| 4 | Punishment Hall |
- Central Punishment Sea: Oversees the Hall’s outposts across the central region of the Emperor’s Residence, including the capital’s Criminal Affairs Office 509.
- Capital reorganization: After the capital office is massacred, the leadership approves upgrading it to a Punishment Office and proposes merging it with the Central Punishment Sea 510.
Departments
- Arresting branch: One of the Hall’s three foremost powers, ranked behind Blood Slaughter and the Directorate. Tang Wen receives command of all eight Arresting Towers 503.
- Blood Baleful branch: Its halls are noted for exceptional offensive power. Bu Xingfeng leads the First Blood Baleful Hall, and Zhang Ze previously serves in that branch 492.
- Administrative Hall: Evaluates recruits and records their assessed strength 489 493.
- Duty organization: Handles registration and organizes assessments through the Duty Tower and Duty Alliance 499.
- Merit Points and Commerce branches: Operate alongside Arresting, Blood Baleful, and Administrative departments 503.
- Eightfold structure: Departments commonly have a general tower master overseeing eight Branch Towers; an Arrest Pavilion likewise oversees eight Arresting Towers 503 504.
Titles and Advancement
Assessment Requirements
- Recruitment tests: The Administrative Hall evaluates explosive attack power, Spiritual Power, judgment, and intelligence, and also measures the candidate’s age 489.
- Restrictions: The initial strength test permits only the candidate’s own power. Using external forces such as Explosive Talismans results in disqualification and expulsion 489.
- Combat ability over cultivation: Titles depend on demonstrated offensive and defensive capabilities, not cultivation realm alone 497 499 502.
- Spatial trials: Candidates must pass the relevant title’s spatial assessment. Powerful cultivators can remain untitled because they cannot pass these tests 496 497 503.
- Competitive appointments: Contested posts may require direct combat. The Great Wind Pass assessment explicitly permits fatal outcomes 492 493.
- Merit and territory: Tang Wen’s initial Punishment King investiture requires acquiring at least a hundred million li of territory with at least ten billion inhabitants 493.
- Exceptional promotions: After Tang Wen defeats World Fortress’s force, the Hall promotes him to Punishment Radiance before he completes its spatial trial, allowing him to make up the test later 506.
Title Reform
Before the reform, ten places each are allotted to Punishment Kings and Punishment Lords, although not all Lord positions are occupied 492.
| Title | Announced Reform Quota | New Strength Requirement, Where Stated |

| Punishment Emperor | 20 and 16, across two separately listed tiers rendered with this name | Not separately clarified in the announcement 499. |
| Punishment Venerable | 10 | Not specified in the reform announcement 499. |
| Punishment Ancestor | 8 | Not specified in the reform announcement 499. |
- Reassessment: Existing titleholders can be demoted or stripped of their titles if they fail the new requirements 499.
- Oversight: The competition includes senior leaders such as Miao Yidao. Two Attendants and a Punishment Ancestor supervise proceedings, with death threatened for misconduct 499.
- Expanded results: The eventual restructuring adds substantially more titleholders than the initial quotas suggest 503.

Headquarters and Resources
Black City Headquarters
- Main building: A thousand-zhang-high structure carved from a single block of black stone, with sculpted exterior decorations, weathering, wildflowers, and creeping moss 489.
- Guard uniform: Fitted black clothing with bronze patterns, openwork hats, and sabers resembling Xiuchun Sabers 489.
- Rank markings: Bronze- and silver-trimmed robes distinguish personnel encountered during Tang Wen’s first visit 489.
- Flight restrictions: Only Punishment Committee members and higher authorities may fly within headquarters; unauthorized flight is punishable by immediate execution 510.
Institutional Resources
- Cultivation supplies: The Hall distributes Immortal Stones, although senior officials consider Tang Wen’s stones far superior to its ordinary allocations 493 496.
- Resource-rich territory: In Fenglin, the Hall controls important mineral deposits and areas rich in spiritual energy and natural resources 491.
- Command tokens: Special orders can grant authority beyond the holder’s ordinary title 503 506.
- Golden-armored guards: The Hall has four such guards; Ximen Chuifeng is assigned to protect Tang Wen 506.
- Ancient teleportation array: Can deliver a command token from headquarters to Capital City in under two days, but consumes so many Immortal Stones that ordinary use is unaffordable 511.
- Rebuilt capital defenses: Tang Wen equips the branch with gun towers, Six-Dimensional Missiles, and a high-tier defensive Immortal Array 510.
Internal Politics
Competition for posts is intense because rank brings authority, higher pay, and cultivation resources. Punishment Lords cultivate personal followings and compete for territory and population to improve their prospects of becoming Punishment Emperors 489 492.
Factional rivalry directly shapes appointments. Yan Sen uses Tang Wen’s Yunyang posting to challenge Kang Qiliang’s influence in Fenglin, while Cai Jinyuan and other local officials work against the newcomer. Later, Zhang Zhaodong’s faction attempts to turn Tang Wen’s investigative setbacks into grounds for punishment and disqualification 489 490 502.
The Hall’s conduct does not always match its stated ideals. Zhang Ze condemns its refusal to avenge his brother Zhang Chongshan, arguing that justice is reserved for powerful members. Donations can also secure minor appointments, as demonstrated by the Eastern Lineage’s purchase of access for Dongfang Liaoyuan 489 490.
History
Tang Wen’s Recruitment and Early Service
Tang Wen reaches Black City after Zhang Chongshan sacrifices himself during their escape from the River Chart Family. He delivers Zhang’s River Map and jade talisman to the Hall, and Yan Sen orders his assessment. Tang Wen subsequently becomes Yunyang Helm Master, entering an existing struggle between Yan Sen and Kang Qiliang’s faction 489 490.
His early campaigns expand the Hall’s local influence and bring him into conflict with corrupt officials. After passing further assessments, he becomes an Inspection Envoy over the Haoxing and Bright Moon Punishment Courts. Evidence gathered by his party leads to the arrests of Zuo Zhonghe, Fan Gang, Feng Tian, and their associates 491 493 496.
Reform and the Three Lives Three Worlds Investigation
Miao Yidao announces comprehensive reform after increasingly dangerous cases expose the weakness of departmental leaders. The Hall raises title requirements and reveals its long-hidden experts 499.
Meanwhile, Kang Lin and a hundred Criminal Constables are killed while investigating murders connected to Three Lives Three Worlds City. Tang Wen takes over the inquiry, but casualties and conflict with the Four Beauties Sect trigger criticism within the Hall. The failed operations cost it clients, making the investigation both a criminal case and a test of its reputation 499 500 502 503.
On his renewed investigation, Tang Wen captures Tai Jie and Luo Feishuang. Their confessions implicate Cui Yuan and Song Tianxian in Kang Lin’s death and the wider murders; Tang Wen subsequently kills Cui Yuan and recovers the Yin Ox 504.
Capital Investigations and Reconstruction
Tang Wen leads the dangerous Ding Family investigation in Heavenly Capital City. His success strengthens the Hall’s public reputation, and his later capital cases earn an enthusiastic reception from Yang Yong and tens of thousands of Criminal Constables upon his return 505 508 509 510.
A subsequent massacre devastates the capital branch, leaving no high-tier Criminal Constables there. Even its Yellow Saint-level Attendants suffer casualties. Tang Wen accepts responsibility for reconstruction, gains expanded command authority, and turns the replacement branch into a heavily fortified base 510.
Huidu Branch Hall Crisis
Gui Qiu’s forces and their allies raze the Huidu Branch Hall. Yang Wa brings several million elite Criminal Constables to Heavenly Capital City, while Tang Wen heals injured allies and strengthens selected personnel in batches. Tang Wen restores the Hall, accepts its chief hall master position, and defeats the invading alliance 512.

- Yanghuan Sect — A powerful local sect whose alliances initially make suppression costly, despite the Hall’s awareness of its abuses 491.
- Four Beauties Sect — Resists the investigation into Kang Lin’s death, producing a confrontation that damages the Hall’s reputation before Tang Wen uncovers the conspiracy 501 502 503 504.
- Imperial factions — The Hall initially avoids involvement in the princes’ struggle, limiting its visible support when Jiuni attacks Tang Wen 508.
