Liu Feng laughed when he heard Nami's words. Moria's bounty was high, but he was the most overrated of the Shichibukai.
In the original story, after the Summit War, Moria had been stripped of his title as one of the Shichibukai for being too weak. He was probably the most disgraceful of them all.
